The HRP programme is intended for graduates of previous degrees in Human Rights, those working in the Human Rights Field, government officials, and lecturers from a wide range of contexts at all levels both within Europe and internationally.

All students must have attained the minimum English language qualification by the closing date. All students whose first language is not English, need to acquire a minimum English language qualification of IELTS Level 6.5 in all sections or a TOEFL score of 575 (232 computer based). Equivalent alternatives will be considered and are listed here.
The consortium will convene a Programme Panel meeting in January of each year where the third-country student and scholar selection will be undertaken with interviews (possibly by telephone) being included as necessary. During the scholar and student selection process, due weight will be given to: the stated rationale for undertaking this international programme, their ability to communicate clearly, the nature and relevance of prior experience and the manner in which international cooperation and understanding will fostered after completion.
