Terms of Reference

The Consumer Protection Group (CPG) has issued compliance advice following the findings of an Office of Fair Trading report on consumer protection in relation to higher education in England. The CMA guidance sets out the responsibilities of HE providers under consumer protection law in relation to students.

In response to this, and a report by the consumer organisation Which?, LTQC agreed in March 2015 to set up a working group with representatives drawn from all areas of the university to review the university’s current terms and conditions, and to develop a strategy and guidelines regarding information provided to students. In particular, the working group will:

  1. Review the University’s timelines for curriculum development, validation and programme modification processes and guidelines and make recommendations for changes to these timelines and guidelines, if and as appropriate
  2. Review the information on fees and make recommendations for changes to this information, if and as appropriate
  3. Review the current provision of information at the application stage and make recommendations for changes to this information, if and as appropriate
  4. Review the current provision of information at the offer stage including the timelines for the provision of such information and make recommendations for changes, if and as appropriate
  5. Review the provision of information regarding the delivery of academic programmes and changes to programme delivery and make recommendations for change, if and as appropriate
  6. Review the provision of information and the terms and conditions of services provided to students by the university e.g. accommodation, extra-curricular activities, disability and academic support services and make recommendations for changes to these, if and as appropriate
  7. Identify the collaborative partner students for whom the University has an obligation under Consumer Law and ensure that information provided to those groups is also reviewed in the context of any recommendations arising
  8. Develop a process for considering complaints relating particularly to the legislation requirements, whether received from applicants or students of the University
